Independent analysis that protects the decision before it's made

Selection committees are skilled at evaluating vendor quality, strategic fit, and capability. What they rarely have is independent, structured analysis of proposal completeness, compliance, and risk — conducted before scoring begins, by someone with no stake in the outcome.

That is this service. Our analysis does not replace your committee's judgment. It gives your committee a clear, shared foundation to exercise that judgment from — and a documented record of the analytical work that supported the decision.

Our discipline is specific by design

We analyze compliance, completeness, and risk. We do not evaluate marketing strategy, creative quality, or subject matter expertise. We do not recommend which vendor to select — that decision belongs to your committee.

Independence

Every inquiry subject to conflict-of-interest review. We do not work with any vendor competing in your current RFP cycle.

Confidentiality

All RFP documents and vendor submissions are held in strict confidence and used solely for the engagement.

One structured document — covering every proposal, every requirement

Every engagement produces a Vendor Proposal Analysis report covering every submission received. It is structured for direct committee use — not for internal reference or supplementary reading.

  • Proposal Completeness Matrix — every submission mapped against every RFP requirement, side by side. Immediately shows which vendors delivered what was asked.
  • Compliance Assessment — mandatory requirements, certifications, required forms, and reference completeness evaluated per submission.
  • Risk Flags per Vendor — vague commitments, ambiguous language, missing credentials, and contractual concerns documented for each proposal.
  • Evaluator Caution Notes — items that look acceptable on the surface but warrant closer scrutiny before an award recommendation is made.
  • Executive Briefing Summary — comparative observations across all proposals, written for committee and board use.
  • Due Diligence Questions — per finalist, for use in finalist interviews or pre-contract negotiations.

What every engagement includes

  • Proposal completeness matrix — every submission, every requirement
  • Compliance assessment — certifications, required forms, mandatory criteria
  • Risk flags per vendor — vague commitments, ambiguous language, missing credentials
  • Evaluator caution notes — what warrants scrutiny before award

What we do not do

  • We do not recommend which vendor to select
  • We do not evaluate marketing strategy, creative quality, or subject matter expertise
  • We do not manage your RFP process or serve as a procurement officer
  • We do not work with vendors competing in your current RFP cycle
Our discipline is compliance, completeness, and risk — not the quality of what vendors are proposing to do. This independence is the foundation of the service.

Common engagement scenarios

Standard RFP cycle

Proposals have arrived. The committee is preparing to begin review. We are brought in before scoring starts to provide independent analysis of all received submissions.

High-stakes or large contract

The contract value is significant. The selection will be subject to board review. The committee wants independent analytical documentation before the recommendation is made.

Review already underway

Scoring has started but the committee wants independent verification of compliance and completeness before advancing to finalist interviews or award. We can engage at this stage.

Single high-risk proposal

One vendor's proposal is unusually complex, unusually large, or being considered for sole-source award. Independent review of that single submission provides analytical support.

Committee composition changes

A committee member has departed mid-review. Independent analysis provides the incoming member with a structured foundation — and re-levels the committee's shared understanding.

Prior process was challenged

A previous selection was questioned by staff, board, or external stakeholders. Independent analysis this cycle provides documentation and a defensible analytical record.

What committees typically ask before engaging

No. Our analysis documents completeness, compliance, and risk. The selection decision belongs to your committee. We give you a cleaner analytical foundation to make that decision from — and a documented record of the work behind it.

No. We do not manage your RFP process, draft your RFP, administer the process, or serve as a procurement officer. Your committee runs the process. We analyze the proposals after they arrive.

Yes. All RFP documents, vendor submissions, and organizational information are held in strict confidence and used solely for the purposes of that engagement. We do not share client information with third parties.

Ideally, before your committee begins scoring — after the submission deadline, once proposals are in hand. That allows the analysis to inform the review rather than follow it. However, we can engage mid-review or even pre-award if the process is already underway.

We can still engage. Independent analysis at any pre-award stage is valuable — it either validates what your committee has found or surfaces what was missed. The key requirement is that the award has not yet been made.

Yes. Our Single Proposal Review ($5,000) provides independent compliance, risk, and completeness analysis of a single vendor submission. This is designed for sole-source scenarios, high-risk individual proposals, or situations where one submission warrants independent scrutiny outside a full competitive review.

We work with non-profits, associations, and public-facing organizations issuing RFPs for professional services, technology, marketing, managed services, financial services, and similar. We do not evaluate creative quality, strategy, or subject matter expertise — so RFPs where the primary evaluation is of that nature are generally not a fit. If you are uncertain, contact us and we will tell you honestly.

Before you award

The cost of selecting the wrong vendor — a missed deliverable, a disputed contract, a board question about how the decision was made — far exceeds the cost of independent analysis. Our engagement happens at the only moment it can: before the award is final.

All engagements are conducted independently and in strict confidence. Every inquiry is subject to a conflict-of-interest review before commencement.
